But what metals strong enough?
The airport will be small, and the shopping centre will be on the acctual land, its just more the runways that will be out at sea. I know the military use boats as run ways for war jets…

I would use concrete pillars down into the bedrock, or floating pontoons.

There is no reason to use metal. Not a good idea, as the metal has to be supported, and by what.
One of the cities in Japan, don’t remember which, recently built an airport out on the ocean. This was done by land fill mostly.

Titanium might be really strong, but aluminum would probably cost less. One guy in WWII proposed “Pycrete”, which is a strong combination of sawdust and ice. For warm climates and long-term use, it might need refrigeration, but might still cost less than all the metal.
